Calibration and fairness
No signal is a verdict on its own. A VPN is not fraud; a fresh device is not fraud. Require corroboration before you block, offer explainable reason codes so support can resolve shared-device and campus-network cases, and prefer soft challenges over hard rejections at the margin. The cost of a false block in web3 is a public complaint, so lean toward friction over exclusion when confidence is only moderate.
